Making a proposal

Process

For the next phase of the CoVE programme 2004 - 2006 there have been changes to the processeswhich existed for Rounds 1 - 4. The LSC has been working in partnership with local offices, Regional Development Agencies and Sector Skills Councils to define a CoVE network for 2006 based on skills priority areas. Many local LSCs will already have had discussions with providers about putting forward a proposal in the next rounds; in other cases the skills priority will have been identified and the local LSC will approach a provider or group of providers to invite them to prepare a proposal. No proposals will be accepted that have not been requested by the local LSC.

Providers invited to put forward a proposal will need to complete a single proposal form, which incorporates a development plan (see link below). The proposal form will need to be submitted to the local LSC by the deadline for each round (see dates below). Proposals will be assessed by the local LSC and then regionally and nationally moderated. Providers may be asked to make changes to their proposal. Following national moderation a report is prepared for the LSC's National Policy and Selection Panel (a sub committee of the LSC's National Council). Once the proposal form is accepted the CoVE will enter the CoVE programme and funding will commence. At the end of the first year's development the LSC will conduct an assessment process to confirm CoVE status for 3 years.

The CoVE programme aims to address local, regional or national skills priorities. Providers may find it useful to refer to their RDA website (see links) and to Sector Skills Council web sites which can be accessed via the Sector Skills Development Agency (www.ssda.org.uk)

LSN support for proposal forms

LSN will continue to provide consultancy support but it is no longer provided as part of our main contract with the LSC. This means that providers and/or their LSC will need to pay for the consultancy themselves. Many local LSCs will provide support to providers. In other cases providers and their local LSC will agree to buy in consultancy support through the LSN.

Dates for Future Proposal Rounds

  • Round 7 - Forms due in by Friday 17th December 2004
  • Round 8 - Forms due in by Friday 8 th April 2005
  • Round 9 - Forms due in to local LSC offices by Friday 18 th November

Reasons for proposals not getting through moderation

End of Year 1 Assessment

The new assessment tool (RAF01) should be used by CoVEs completing their initial development year, after an extension of interim status or after a period of suspension following poor inspection grades. Guidance notes for completing this tool can be found in document RAF02.
